Distribution of Job Opportunities As a way to make sure many people gained jobs with the project, during the construction phase a lottery system was often used to hire unskilled workers from local villages near work sites. Hiring of more skilled workers was coordinated centrally through the collection of résumés and a project-wide database of 60,000 applicants. |
